Senior Program Manager, Learning Programs
Lead the planning and delivery of learning programs for government and public-sector audiences. Coordinate internal and external stakeholders, assess skills needs, organize learning events, and track program outcomes.
Responsibilities
- Clarify contractual obligations, program scope, and desired outcomes with customers and account teams.
- Own program KPIs aligned with learning services objectives.
- Identify relevant offerings, teams, sponsors, and subject-matter experts; recommend solutions to address gaps in available offerings.
- Assess skills needs across government and public-sector audiences.
- Organize virtual and in-person learning events and deliver digital learning activities.
- Develop communications and branding plans to promote initiatives and increase registrations and participation.
- Document processes and best practices, and manage change.
- Coordinate stakeholders and workstreams across internal teams, customers, contractors, and global partners.
- Track program data, aggregate metrics, and provide regular reporting.
- Coordinate marketing and business-development activities with relevant teams.
- Drive continuous improvement and scale learner engagement.
Requirements
- Bachelor’s degree.
- Background in learning and development.
- Project management, analytical, coordination, and stakeholder communication skills.
- Ability to interpret analytics dashboards and derive qualitative insights.
- Ability to synthesize customer and account-team requirements and recommend solutions.
- Strong presentation and influencing skills; excellent written and verbal communication.
- Cultural awareness and ability to coordinate internal and external stakeholders.
- Ability to develop program branding and engage learners.
Nice to have
- Experience with competency and skills-gap assessment frameworks and tools.
- Knowledge of professional development and cloud or technology training programs.
- Familiarity with government and public-sector dynamics, regulations, and audience segments.
- Experience with Google Workspace or Microsoft Office.
- Project or people management experience or qualifications.
