An international consulting project is building a pool of experienced transport and infrastructure specialists for short-term technical assistance assignments worldwide. Work is expected to begin in January 2027 under a 48-month implementation period, with opportunities focused on Sub-Saharan Africa
Responsibilities
- Identify, prepare, appraise, and support implementation of transport and connectivity projects.
- Conduct prefeasibility and feasibility studies, technical assessments, economic and financial analyses, and sector studies.
- Support transport infrastructure planning, design, rehabilitation, modernization, and investment planning.
- Advise public authorities and transport institutions on policies, strategies, regulations, and sector reform.
- Prepare transport investment pipelines aligned with sustainable transport and infrastructure priorities.
- Advise on low-carbon, smart, safe, resilient, and inclusive transport solutions.
- Support multimodal transport, logistics connectivity, and regional integration.
- Assess investment climates and opportunities for public-private partnerships and private-sector participation.
- Support procurement, tendering, contract management, implementation supervision, and operations and maintenance planning.
- Promote international transport standards and contribute to institutional strengthening, training, knowledge creation, and stakeholder coordination.
- Assignments are subject to project requirements, availability, and qualification matching; inclusion in the pool does not guarantee immediate placement.
Requirements
- At least 5 years of professional experience in transport, infrastructure, mobility, logistics, connectivity, or a related sector.
- Expertise in one or more relevant areas, including road, rail, ports, aviation, urban mobility, logistics, multimodal transport, transport planning, transport economics, sustainable transport, safety, climate resilience, project preparation, construction supervision, policy, infrastructure finance, procurement, or environmental and social aspects.
- Excellent command of English.
- Strong analytical, coordination, stakeholder engagement, and reporting skills.
Nice to have
- Experience with international technical assistance, donor-funded or IFI-financed projects.
- Professional experience in Sub-Saharan Africa, Latin America and the Caribbean, or Asia and the Pacific.
- Familiarity with EU transport policies, Global Gateway, the European Green Deal, G20 Principles for Quality Infrastructure Investment, or international infrastructure standards.
- Knowledge of French or Spanish.
- Experience working with public authorities, transport agencies, infrastructure operators, international financial institutions, development partners, or private-sector stakeholders.
