Project Manager - Pre-Construction
Lead pre‑construction activities across major infrastructure bids, from early engagement to contract award. Coordinate multidisciplinary teams to develop robust construction methodologies, manage risks, and drive high-quality tender submissions. Chartered Engineer with extensive Tier 1 contractor experience in complex civil and rail projects.
Responsibilities
- Lead pre‑construction activities across major infrastructure bids, from early contractor involvement through to final submission.
- Drive bid coordination, aligning engineering, commercial, planning and operational teams.
- Develop robust and innovative construction methodologies ensuring safe, efficient, and programme-aligned delivery.
- Provide technical leadership in tender submissions, ensuring buildability, sequencing and delivery strategy.
- Manage design development at pre‑construction stage, coordinating across disciplines and identifying gaps.
- Develop detailed construction programmes including phasing, interfaces, logistics and constraints.
- Identify, manage and mitigate technical, programme and construction risks within tenders.
- Contribute to pricing strategy by challenging design solutions and identifying efficiencies.
- Lead value engineering workshops to optimise design, cost and programme outcomes.
- Engage supply chain partners to develop coordinated, competitive proposals.
- Support bid governance with internal reviews, approvals and executive presentations.
- Participate in client engagement, including technical clarifications and interviews.
- Ensure all tender submissions meet quality standards and client specifications.
- Support transition from pre‑construction to delivery, communicating assumptions and risks.
- Mentor pre‑construction engineers and coordinators.
Requirements
- Degree qualified in Civil Engineering, Structural Engineering or a related discipline.
- Chartered Engineer status or working towards chartership with Engineers Ireland, ICE or equivalent.
- Formal training or experience in planning, programme development and construction methodology.
- Strong understanding of construction contracts such as NEC or FIDIC.
- Solid understanding of health, safety and quality standards in infrastructure projects.
- Experience with planning tools such as Primavera P6 or similar.
- Extensive experience within a Tier 1 contractor environment with focus on pre‑construction or bid management.
- Proven track record on large, complex infrastructure projects, ideally including rail, metro or heavy civils.
- Experience leading or coordinating major bids, owning methodology, programme and technical submissions.
- Strong understanding of buildability, logistics and delivery strategy in high-risk environments.
- Demonstrated ability to lead multidisciplinary teams.
- Experience managing design development at pre‑construction stage across stakeholders.
- Exposure to complex engineering challenges such as ground conditions, temporary works, structural interfaces or rail systems.
- Strong stakeholder management with ability to influence senior leaders.
- Ability to operate under tight tender timelines while maintaining quality.
- Strong communication skills to articulate technical solutions.
- Experience transitioning projects from pre‑construction to delivery.
